REGULATION OF THE FINANCIAL OPERATIONS AND ACCOUNTING SECTOR OF THE AUCTION CENTER FOR ORGANIZING AUCTIONS UNDER THE STATE COMMITTEE ON PROPERTY ISSUES OF THE REPUBLIC OF AZERBAIJAN

 

      I general provisions.

1.1. This regulation is prepared  in accordance with “ The  Decree of the President  of the Republic of Azerbaijan to ensure the action of State Committee on Property Issues of the Republic of Azerbaijan ” dated 24 June 2009, 116,  “ The Regulation of the Auction Center for Organizing Auctions under the State Committee on Property Issues” that was approved according to that Decree,  the order of the chief of  the State Committee on Property Issues “About the amendments to the structure of the Auction Center for Organizing Auctions Under the State Committee on Property Issues” dated 30 December 2010, 180 and other valid normative juridical acts and defines the activity and the rules of financial operations and accounting sector of the Auction Center for Organizing Auctions (hereinafter referred as the Auction Center) Under the State Committee on Property Issues (hereinafter referred as the Committee).

1.2 The main functions of the sector are;

- to organize financial operations and accounting of the Center on its activity,

- to prepare financial accounts and projects on keeping expenditure of  the office in the following years.  

 1.3. Activity of the section is guided by the Constitution of the  Republic of Azerbaijan, laws of the Republic of Azerbaijan, decrees and orders of the President of the Republic of Azerbaijan, decisions and orders of the Cabinet of the Ministers of the Republic of Azerbaijan, the Decree of the Republic of Azerbaijan “about the application of The Law about accounting of the Republic of Azerbaijan dated 29 June 2004” dated 07 February 2005, 192, “The Programme on Application of Natioanl Accounting Standards” approved by the decision of the Cabinet of Ministers dated 18 July 2005, 139,   other normative juridical acts, orders and decrees of the Chairman of the State Committee on Property Issues of the Republic of Azerbaijan, the order and constructions of the director of the Auction Center and this regulation.

 II THE MAIN DUTIES OF THE SECTOR.

2.1 To ensure the storage and  the transformation of the amounts paid in cash,  and return of unpaid orders in accordance with the Decree of the President of Republic of Azerbaijan “About the additions and amendments to some decrees of the President of Republic of Azerbaijan on privatization of state property” dated 22 June 2010 283, “The Rules of selling state property at specialized money auctions” approved with that Decree and the order of the Chief  of the State Committee on Property Issues “About the application of new mechanisms on selling of state property” dated 30 November 2010, 164.

2.2 To provide counting of  appointed wages of employees in accordance with state schedule and structure prepared in conformity with the regulation of the AuctionCenter, additions for length of  service and degree of the profession, salary, prize, payment.

2.3. To sign contract ” About full individual financial-responsibility” with the financially responsible person.

- to realize handing  of the valuables while the employment and dismissal of the financial responsible  persons , to participate in the  preparation of the orders and other documents about the receipt and disposal of the materials.

2.4. To ensure the  use of allocated funds in accordance to cost estimates of the Center, to provide bank operations about it.

- to provide the opening and closing of the current and other  accounts in the bank according to the demand of the leadership.

2.5. To ensure the receiving, compiling and  registration   of the initial  documents to show the Center`s property, circulating assets, funds and all financial operations of economic activity in accounting.

 III Organization of  the activity of the section.

3.1 The head of the section is  appointed and discharged by the chairman of the Committee.

3.2 The other employees of the section are appointed and discharged by the director.

 IV Responsibilities of the employees of the section.

 4.1  The employees of the section bear responsibility  for execution of the duties shown  on the II part of this Regulation in accordance with defined legislation.

  V The cancellation of the section.

 5.1 The cancellation and re-creation of the section is realized in accordance with legislation.
